The role ensures alignment between investment objectives, approved budgets, procurement strategies, contractual compliance, and overall financial performance.
The position also consolidates, reviews, and prepares comprehensive commercial reports for senior management approval related to tender documentation, contractor selection, interim payments, and final account settlements, cash flow.
1. Strategic Cost Management
- Establish and implement company-wide cost management strategies and commercial governance frameworks.
- Lead the development, review, and approval of project cost plans, benchmarks, and cost databases.
- Advise executive management on financial feasibility, commercial risks, and investment decisions.
- Drive Value Engineering initiatives from concept design through project delivery stages. Lead the commercial analysis and evaluation of proposed design changes and variations to identify cost optimisation opportunities and support informed management decision-making.
- Provide strategic recommendations to optimize CAPEX and lifecycle costs across projects.
- Oversee preparation and validation of project budgets, feasibility cost studies, and development appraisals
- Accept the quantity take-offs, Bills of Quantities (BOQs), review tender documents, and support the procurement of contractors and consultants.
- Lead commercial evaluation and negotiation of major contractor and consultant proposals.
- Review and approve contract documents aligned with corporate commercial policies.
- Ensure cost certainty prior to project approval and contract award.
- Provide commercial oversight of interim payment certifications and cost reporting.
- Monitor project costs, forecasts, and cash flow performance.
- Review and aceptance the Variation Orders and Change Orders & submit to obtain the approval.
- Maintain accurate records of site instructions, change events, and associated cost implications.
- Ensure effective cost control systems are implemented across all projects.
- Support resolution of complex commercial and contractual matters.
- Participate in executive-level project review meetings.
- Oversee agreement and closure of final accounts with contractors and consultants.
- Review project financial performance and lessons learned.
- Establish cost benchmarking for future developments.
- Identify and assess risks related to cost planning and payment processes during project execution.
- Monitor performance bonds, advance payment guarantees, warranty bonds, and insurance policies to ensure validity and timely extensions.
- Propose Value Engineering solutions in case of budget overruns.
- Report key risks to management and recommend mitigation strategies.
- Lead and mentor QS teams across projects.
- Define roles, responsibilities, and performance KPIs for QS personnel.
- Develop internal commercial capability and succession planning.
- Manage performance evaluation and professional development programs.
- Act as commercial advisor to senior leadership and investment teams.
- Present cost status, risks, and forecasts to executive committees.
- Coordinate with Finance, Legal, Design, Project Management, Sales & Marketing, and Cost Control teams.
- Proactively coordinate and request deliverables from contractors and related departments within assigned scope.
- Immediately report any serious issues/incidents beyond authority to direct supervisor or BOD.
- Perform other duties as assigned by the line manager or authorized personnel.
- Bachelor's degree or higher in Economics, Construction, or related fields.
- Minimum 10 years of experience in construction cost management. At least 5 years in senior leadership or managerial role.
- Experience on large-scale developments (high-rise, mixed-use, infrastructure, or urban developments). Strong client-side or developer-side experience preferred.
- Advanced understanding of cost planning, procurement, and contract administration. Strong knowledge of FIDIC / JCT or equivalent international contracts. Proven experience managing claims and commercial negotiations. Strong financial and commercial acumen.
